SPP 13 & 14

The State of Texas is required to develop a six-year performance plan that evaluates the State's efforts to implement the requirements and purposes of the Individuals with Disabilities Education Act of 2004 (IDEA,2004). The State Performance Plan (SPP)  shows how the State plans to improve the implementation of special education services across the State of Texas through the goals included in the SPP. Goal progress is reported annually on the Annual Performance Report (APR) submitted to the United States Department of Education Office of Special Education Programs (USDE/OSEP). 

The SPP has two indicators that measure transition services across the state, region, and district levels.

SPP Indicator 13 measures the percent of students aged 16 and above with an IEP that includes coordinate, measurable, annual IEP goals and transition services that will reasonably enable the student to meet the post-secondary goals.

SPP Indicator 14 measures the percentage of youth who are no longer in secondary school, had IEPs in effect at the time they left school and were enrolled in higher education within one year of leaving high school.
